The 'Wicked Problem'
A 'wicked problem' is one in which the people involved do not even agree on the objectives, and so have difficulty in working together to reach a solution. A 'wicked problem' is also typified by conceptual complexity and many uncertainties.
A 'wicked problem' is one where peoples values and perception of the problem differ, and where the science remains complex and fraught with uncertainties.
